docs(board): point a cold reader at the truth, not at the oldest theory

TASKS_DUMP has accreted amendments since 2026-08-16 and the oldest sections are
now the least true — but a reader arrives at the top, where A3 still says
/take-five-drops uploaded '24s short', that every other track 'matched to the
second', that 8 of 15 are up, and that no artwork exists. All four are wrong,
and the first two are the exact reasoning that let six stale uploads pass a
duration check in August.

So: a READ THIS FIRST banner naming what is superseded and sending the reader to
the resume points at the end, plus an inline stop sign at A3's 'TWO DEFECTS'
where someone reading that epic top-down actually hits it. The wrong diagnosis
is kept rather than deleted, because the reasoning being auditable is the point —
it just no longer gets to be the first thing anyone reads.

A board whose front page is a year of stale confidence is worse than no board.
Nobody rewrites 1700 lines; they act on line 90.

context: exact commands, paths, artifacts already on disk, and the decisions that
are PLN's rather than a machine's.

Sound/Tidal. `git push origin master` from a non-master HEAD exits 0 and pushes
nothing; it already cost four commits.
**Superseded below, do not act on it:**
- **A3's "TWO DEFECTS TO FIX FIRST"** — wrong. `/take-five-drops` was never "24 s
short"; it is the Aug-12 render generation, and it is 1 of **14** stale uploads,
not 1 of 2 defects. And "every other track matches to the second" was a loose
tolerance, not a verdict. See the 2026-09-05 amendments.
- **A3's account table ("8 of 15 uploaded")** — re-read the account instead:
6 correct v4 · 14 stale · 7 never uploaded. `sc_pull_2026-09-05/` has the truth.
- **A3's "NOT YET DONE: artwork"** — artwork EXISTS on 8 stale uploads and on the
full set; 101 originals are archived. It was never attached by our tooling.
- **The catalog is no longer stale** and `check-mix.py`'s argv bug is fixed.
